Restricted LiDAR exists but is not openly licensed: it is sold, released on request, or limited to non-commercial use.

Chile’s Servicio Aerofotogramétrico (SAF) produces lidar point clouds, terrain and surface models to client order; no openly licensed national lidar or high-resolution terrain model was found.
