Free High-Resolution Aerial and Satellite Imagery Atlas

Which countries publish aerial orthophotos and high-resolution imagery you can download and reuse for free? The atlas records the status of every country we have reviewed, with each dataset's ground sample distance, capture years, licence, cost and access method.

Short answer

Of the 237 countries catalogued so far, 33 publish openly licensed national aerial orthophotos (Åland Islands, Austria, Belgium and Croatia and 29 more), 72 have open imagery for some regions or cities only, and 20 hold orthophotos that are not openly licensed. 92 countries publish open imagery at 25 cm or finer. Elsewhere, Copernicus Sentinel-2 MSI (Level-1C and Level-2A) and USGS Landsat Collection 2 Level-2 (Planetary Computer) are the usual free fallback.

Methodology and definitions

Status

National open imagery
Openly licensed aerial orthophotography at 1 m or finer covers about 70% or more of the land area.
Partial open imagery
Open orthophotos or high-resolution imagery exist, but only for limited areas such as regions or cities.
Restricted
National orthophotography exists but is not openly licensed: it is sold, view-only without reuse rights, or limited to government use.
None known
No high-resolution aerial imagery was found after a genuine search of national, regional and international sources.

Licence and cost are separate

Open means the licence permits commercial reuse with no more than an attribution requirement. Cost is only what you pay to get the data. Free is not the same as open: a dataset that costs nothing but is licensed for non-commercial use is shown as Free and Not open.

Free
No charge and no account needed.
Free with registration
No charge, but you need an account, login or API key.
Paid
A fee is required.
Mixed
Part is free (or there is a free tier) and part is paid.

How coverage is assessed

Each country is reviewed against its national mapping and cadastral agencies, regional governments, open data portals and international programmes. The status is based on aerial orthophotography at 1 m or finer; free satellite imagery such as Sentinel-2 is listed separately in the global section because it covers every country. Best open GSD is the finest ground sample distance of any openly licensed imagery dataset. Latest capture is the most recent year mentioned in a dataset's acquisition years.

Every dataset link is checked and its HTTP status recorded. Entries were last reviewed on . The atlas currently lists 196 national and regional datasets.

Programmes change quickly. If a status, licence, cost or link is wrong, report a correction via the contact form and we will review it.

Questions

Where can I get free high-resolution satellite imagery?

Truly high-resolution satellite imagery (under 1 m) is almost always commercial. The free global baselines are Copernicus Sentinel-2 at 10 m and Landsat at 30 m, both openly licensed. For sub-metre detail the best free source is usually a national aerial orthophoto programme, which this atlas lists country by country. Some commercial providers also release imagery openly for specific events, for example Maxar Open Data after natural disasters, and OpenAerialMap shares openly licensed drone and aerial imagery.

What is the difference between orthophoto and satellite imagery?

An orthophoto is an aerial photograph, usually taken from an aircraft, that has been corrected for terrain relief and camera tilt so that it has a uniform scale and lines up with a map. National programmes typically fly at 10 to 50 cm ground sample distance. Satellite imagery is captured from orbit; it covers much larger areas more often, but free satellite imagery is far coarser, and very high-resolution satellite scenes are usually paid. Satellite images can also be orthorectified.

Can I use Google Earth imagery in my GIS?

Generally not as data. Google's terms allow you to view the imagery and use it in limited ways, such as attributed screenshots, but not to download it, build a basemap from it or trace features from it for your own datasets. Commercial basemaps from other providers have similar terms. For digitising, analysis or publishing, use openly licensed imagery such as a national orthophoto from this atlas.

What does GSD mean?

Ground sample distance (GSD) is the size of one pixel on the ground. A 25 cm GSD orthophoto has pixels covering 25 by 25 centimetres, which is enough to see road markings and small sheds. Sentinel-2 has a 10 m GSD in its visible bands. A smaller GSD means more detail, but sharpness also depends on the sensor, the atmosphere and the processing.

Does free imagery mean I can use it for anything?

No. Cost and licence are separate. Some imagery is free to view or download but licensed for non-commercial use only, or only through a viewer. This atlas marks every dataset with both a cost badge (free, free with registration, paid or mixed) and a licence badge, and counts a dataset as open only when its licence permits commercial reuse with no more than attribution.

Where can I find historical aerial photographs?

Many national mapping agencies scan and publish their archive of historical aerial photography, often going back to the 1940s, and the country pages list these where they exist. In the United States the USGS EarthExplorer hosts aerial photo archives; in Europe several agencies offer historical orthophoto layers through their web map services. Licences for scanned archives vary more than for current orthophotos, so check each one.
