Global LiDAR and High-Resolution Elevation Availability Atlas

Which countries publish LiDAR point clouds and fine-resolution elevation models you can download and reuse? The atlas records the status of every country we have reviewed, with each dataset's resolution, coverage, licence, cost and access method.

Short answer

Of the 237 countries catalogued so far, 28 publish openly licensed LiDAR for most of the land area (Åland Islands, Belgium, Czechia and Denmark and 24 more), 21 have open LiDAR for some regions only, and 14 hold LiDAR that is not openly licensed. 30 countries publish open elevation data at 1 m or finer. Where there is no open national LiDAR, ALOS World 3D – 30m (AW3D30) version 4.1 and ASTER Global Digital Elevation Model V003 (ASTGTM) are the usual fallback.

Methodology and definitions

Status

National open LiDAR
Openly licensed LiDAR covers about 70% or more of the land area.
Partial open LiDAR
Openly licensed LiDAR exists, but only for limited areas such as states, provinces, cities or project sites.
Restricted
LiDAR exists but is not openly licensed: it is sold, released on request, or limited to non-commercial use.
None known
No LiDAR was found after a genuine search of national, regional and international sources.

Licence and cost are separate

Open means the licence permits commercial reuse with no more than an attribution requirement. Cost is only what you pay to get the data. Free is not the same as open: a dataset that costs nothing but is licensed for non-commercial use is shown as Free and Not open.

Free
No charge and no account needed.
Free with registration
No charge, but you need an account, login or API key.
Paid
A fee is required.
Mixed
Part is free (or there is a free tier) and part is paid.

How coverage is assessed

Each country is reviewed against its national mapping, environment and geological agencies, regional governments, open data portals and international hosts such as OpenTopography. Open LiDAR coverage is the approximate share of the land area covered by openly licensed airborne LiDAR, estimated from the publisher's coverage maps and tile indices. Best open resolution is the finest grid of any openly licensed DEM, or the nominal grid of DTMs derived from open point clouds.

Every dataset link is checked and its HTTP status recorded. Entries were last reviewed on . The atlas currently lists 229 national and regional datasets.

Programmes change quickly. If a status, licence, cost or link is wrong, report a correction via the contact form and we will review it.

Questions

Where can I download free LiDAR data?

Start with the country table on this page: every catalogued country links to a page listing each LiDAR and elevation dataset with its licence, access method and download link. Most free national LiDAR is published by mapping or environment agencies, for example the USGS 3D Elevation Program in the United States, the Environment Agency National LiDAR Programme in England and AHN in the Netherlands. OpenTopography also hosts many research and national point clouds for free download.

What is the difference between a DTM and a DSM?

A digital terrain model (DTM) is the bare ground, with buildings and vegetation removed. A digital surface model (DSM) is the top of whatever the sensor sees first: roofs, tree canopy, and the ground where it is open. Subtracting the DTM from the DSM gives a canopy or object height model. Use a DTM for flood, drainage and slope work, and a DSM for line-of-sight, solar and urban studies.

Is Copernicus DEM good enough instead of LiDAR?

For regional work, often yes. Copernicus GLO-30 is a free, near-global 30 m surface model derived from TanDEM-X radar, with a specified absolute vertical accuracy better than 4 m (90% linear error). It still includes buildings and much of the forest canopy, and a 30 m cell cannot resolve ditches, embankments or building footprints. For site-scale flood modelling, drainage design, engineering or forest inventory, airborne LiDAR at 1 m or finer is far better where it exists.

What is the difference between a LiDAR point cloud and a DEM?

A point cloud is the raw survey: millions of individual returns, each with x, y and z coordinates and often an intensity and a class such as ground, vegetation or building. A DEM is a regular raster grid interpolated from those points, such as a 1 m DTM. Point clouds let you build your own models and measure vegetation structure; DEMs are smaller and ready to use in any GIS.

What counts as open data in this atlas?

A dataset is open only if its licence permits commercial reuse with no more than an attribution requirement, for example CC BY 4.0, the Open Government Licence, CC0 or public domain. Data that is free to view but licensed for non-commercial use, released on request, or sold is recorded as restricted.

Can spaceborne LiDAR such as GEDI or ICESat-2 replace airborne surveys?

No. GEDI and ICESat-2 sample the ground along tracks of footprints rather than mapping it continuously, so there are gaps of hundreds of metres or more between measurements, and GEDI only covers latitudes between about 51.6° north and south. They are excellent for canopy height, ice and global calibration, but not for a wall-to-wall terrain model of a site.
