National open LiDAR Openly licensed LiDAR covers about 70% or more of the land area.

Germany's LiDAR is produced by the 16 Länder survey administrations; nearly all now publish 1 m DGMs and in several states classified point clouds as open data under dl-de/zero, dl-de/by or CC BY 4.0. North Rhine-Westphalia, Berlin, Brandenburg and Saxony release raw point clouds; Saarland and Mecklenburg-Vorpommern could not be fully confirmed.
