Restricted LiDAR exists but is not openly licensed: it is sold, released on request, or limited to non-commercial use.
Airborne LiDAR acquired by the UK NERC Airborne Research and Survey Facility over Dabbahu (2009) and Corbetti (2012) volcanoes is distributed as 0.5–2 m DEMs through OpenTopography, but without a stated licence; Pléiades-derived 0.5 m DEMs of several rift volcanoes are similarly unlicensed. Elevation needs are therefore met by global models: Copernicus DEM GLO-30 (30 m, openly licensed), FABDEM (30 m with forests and buildings removed, non-commercial licence) and NASADEM/SRTM (30 m), supplemented by GEDI and ICESat-2 spaceborne lidar ground heights along sampled tracks.
Free is not the same as open. Cost is what you pay to get the data; the licence says what you may do with it. How cost and licence are defined
