Restricted LiDAR exists but is not openly licensed: it is sold, released on request, or limited to non-commercial use.

The DOST Phil-LiDAR 1 and 2 programmes (University of the Philippines) produced LiDAR point clouds, DTMs and DSMs distributed through the LiPAD portal to local government units, national agencies, academe and researchers on request; no open licence is stated.
