Partial open LiDAR Openly licensed LiDAR exists, but only for limited areas such as states, provinces, cities or project sites.
The Geospatial Information Authority of Japan (GSI) publishes Fundamental Geospatial Data DEMs: 1 m (DEM1A) and 5 m (DEM5A) grids from airborne LiDAR where available, and a national 10 m grid, under terms compatible with CC BY 4.0 after free registration. Prefectural and city point clouds (e.g. Tokyo 23 wards, Shizuoka) are open under CC BY 4.0.
Free is not the same as open. Cost is what you pay to get the data; the licence says what you may do with it. How cost and licence are defined
